Excellent question. After giving it much thought, I have concluded that Jeff Spicoli is indeed the bigger stoner. I came to this conclusion after considering the fact that one can actually witness Spicoli smoking marijuana in several scenes of Fast Times at Ridgemont High. However, never once has it been documented that Shaggy has taken a single hit of the funny stuff in any episodes of Scooby Doo, including the movies. While Shaggy's appearance, demeaner and strong desire for Scooby Snacks may be seen as symptoms of THC ingestion, we don't have any hard evidence that this is the case. Given all the evidence at hand, one must conclude that Jeff Spicoli is the bigger stoner. Cheerio.
