A foot massage!
If it is someone you LOVE in a very passionate way, then consider a full body massage. Set up a room (one that is private and that you can make completely dark) with candles and relaxing music. Give a professional-type massage---it will make him/her SO hot!
If it is someone you love, like brother, sister, friend, then a foot massage is not too weird. Have a tub in which the person can soak his or her feet in hot (comfortably warm), perfumed water. Then, slowly rub a warm oil all over the aching feet. Admit it, even you would be thrilled if someone did that for you.
Think back to the story of Christ: cleaning his disciples' feet was a sign of his love.
If you are thinking of a gift for a co-worker or for someone you don't know well, then any baked good is a nice gesture. The time you took to make it yourself and the fact it is homemade are always pluses.

What I did around a particularly broke holiday season is make a coupon book for my loved ones.. Offering things like a babysitting services to my friends and family with kids, coming to my mom's house and making her dinner after she worked over time. Walking my neighbor's dog for a week so she can relax when she gets home. I know it sounds like chores, but, I tell you I never gotten so much appreciation for any store gift bought gift. Get some paper and get creative and make coupons for these things.. My little brother loves sports but does not have cable so I gave him a season pass to come to my house with 2 friends and watch whenever he wants to for 1 year. There are LOTS of things that you can do with little or no money.
The people that love you really are very very touched by the fact that you thought of them and understand how something so little can make thier day easier and/or better, they feel truly cared about and loved by you. You cannot buy that in a store.

Good question.... if its not love then i would say your time.... for example, send a card in an envelope saying they can have 5 grass cutting days, or 5 times washing their car... it costs nothing!!!

thats really quite hard, if its for a woman then i would have to say a night in front of the t.v with her bloke waiting on her every word and just doing everything she wants him to, and if its a man then i would so the same as i think everyone would like that for a present.

well low cost would be a special homemade meal
no cost help someone do something they dont like to do ; laundry, watch their kids, do yard work be creative knowing that person
