Yes, but you will need a different option called "safe mode with networking". When your computer turns on, hold down the F8 button. This brings up an options screen that asks you how to start windows. I would first try the option that says "use last known good configuration" to see if it can find an earlier configuration that worked, but if that doesn't work, shut down, turn it back on while holding the F8 button, and then select the option that says "safe mode with networking". This loads it into safe mode and also loads the network drivers that allow the computer to connect to the Internet. If all else fails, contact the manufacturer of your computer. Most computer manufacturers nowdays create a disk image of what your computer's hard drive looks like when it was first shipped and stored it in a secret cubbyhole in your hard drive. If your computer manufacturer did this then you can usually get a restoration CD for around ten bucks. The restoration CD simply takes this image and uses it to recreate your hard drive. You will lose everything you have stored on it, though, so copy all your important documents off first. If all else REALLY fails, download and install Linux. It's free.

Yes, for most machines. When you press F8 on boot up, you'll be presented a list of three options:

Start Windows Normally
Safe Mode
Safe Mode with Networking

If you do the third one, you'll be able to access the Internet. It's good for debugging purposes. If you're tackling a virus, I suggest downloading and running Stinger, AdAware and SpyBot Search & Destroy (in that order). Good luck.

If this is a brand name computer, then there should be a sticker on the computer, either on the side if it is a desktop or on the bottom if it is a laptop. This sticker contains the registration KEY for the operating system. If you have this sticker, it is, in all actuality, you license for that operating system. You can therefor use any XP Pro disk to load the operating system and when it asks for the KEY, use the one from the sticker. So just borrow a XP Pro installation disk from a friend.

Safe mode means your system does not load the device drivers into you primary memory. Without the drivers your network card doesnt work and thus you dont get networking.

Windows Xp however has option for this...i.e, you can load just the n.i.c drivers by selecting "Safe mode with networking" option.
