HS GPA, ACT composite score and class rank at graduation. Then, if you're awarded the scholarship you usually have to maintain a GPA to keep the scholarship.
Ask the Scholarships Dept. of diff. universities to send you a list of scholarships and requirements. Also, check into the Honors Programs at the diff. universities. If your scores are high enough, there could be a full ride w/ housing paid! Also, watch out for deadlines and apply early.

Scholarships are given for many reasons. Academic excellence and potential is usually the first qualifier, followed by financial need, and then special interests (Scholarships sponsored by groups that are targeted for a specific type of student, lets say teachers, nurses, engineers etc. or ethnic scholarships) Continued academic acheivement and enrollment are required for the four years.

Yes, there's really no one answer to this question. Top-level academic schools don't even offer academic scholarships (ie they don't have to in order to attract "the best" students.) There are sports scholarships, and other types of scholarships in additional to academic ones. You should zero in on the schools in which you are most interested and see what you can learn about THEIR specific approaches to scholarship, as well as do much online research to learn about other scholarships and grants for which you can apply. There are MANY. Your college counseling department at high school should be able to help you with that -- and this question overall -- as well.

It really depends on the type of scholarship and its source. Generally, you need a high GPA, involvement in a variety of extracurricular and community activities, volunteer hours and sometimes high SAT/ACT scores. It doesn't hurt to possess a quality or experience that sets you apart from most other applicants. Good luck.
