i think -1; y=mx+b, "b" is the 3 and "m"(slope) is negative one.

The slope is negative one. That's not in slope intercept form, but if you convert it to slope intercept form, it would be "y=(-x)+3". The number before x is the slope(y=mx+b, and m=slope) Since x is by itself, the coefficient is 1, so that means -x means the slope is negative one.
