I think that in the normal sense of a parallel universe it can not be.
I do agree that every entity in the universe is isolated in time as a zero time point and in effect could be deemed to be in a parallel universe.
I guess it may be a matter of definition.

From the answers I've seen that you've gotten so far, I think Fresh Prince comes the closest. Your question is really one of metaphysics I think. It's true, as F.P. says that quantum experiments have demonstrated that in a randomized test where two possible outcomes are equally likely, both must occur. This is similar to how emission of any particle in a nuclear reaction necessitates the production of an antiparticle. On the macro-cosmic scale, it is a little more difficult to visualize---it would be the situation of a.I look to my right---b.I look to my left. Both are possible, but do both happen, and lead to a "branching" of time/space? And would there be an infinite number of such branchings? And an infinite number of universes? I confess I'm baffled, but it makes an interesting topic to ponder.

A cul-de sac is an extended circular area at the end of a paved road in a development. It goes to the last house(s) at the end of the drive so cars can easily turn around and head back out. It's basically a "turn-around" TLC means tender loving care. It means the property just needs a little touch-up repair and a steady maintenance program. Fixer-upper basically means "as is," which means it is in need of a lot of repair and fixin' up.

There is no evidence of parallel universes, but certain recent theories would allow for them (this does not mean they exist).
A small problem with them is that they necessarily have entirely closed physical laws, with no point of contact with any other universe (thats why they are parallel and not just part of our universe).
So you can know nothing of what goes on in them, and they can know nothing of what goes on here.
Therefore necessarily another person you can communicate with cannot occupy a parallel universe.

A lot of scientists believe our universe is just one in a multiverse. This comes from the many world interpretation of quantum mechanics, which says that every possible outcome of an event happens at different realities. So an outcome of an event happes here, a different possible outcome of the same event happens at a different universe, etc.

I do not think so. A universe is a physical entity. Universes means there are more than one. Anything could happen in other universes.

While parallel universes make for good sci-fi, they are not real. Although some astrophysicists and quantum mechanics professors are starting to hypothesis that there might be alternate universes.

What you seem to be referring to is the fact that each of us experiences our environment, our perception of reality. Others can percieve or experience our behavior (and we theirs), however, no one can experience your experience. You alone can do that. And other people's experience is not available for us to experience.
