Implicitly means that it is implied, or hinted at, or there in coded form - but not stated outright.
Explicitly means the opposite - the message IS stated directly.
So the phrase "It's really hard getting to the gym at this time of year, isn't it?" contains an IMPLICIT message, while "Yo, Fatty!" conveys the same message EXPLICITLY.

Explicitly means it *is* stated outright. It's clear and there's no guessing or ambiguity involved.
Implicitly is under the surface while explicitly is on the surface. :-)

explicitly means that it is clearly expressed and leaves nothing to question. songs can be explicit because they talk about drugs or sex and they can't play them on the radio sometimes because they are too explicit.
implicitly means that it is implied or understood but not stated clearly or explicitly. saying "We're going shopping today from 12-5" does not say that we're not lying around and watching TV all day, but it does not say "We're going shopping today from 12-5 and we're not lying around and watching TV all day."

I think they are opposites
Things that are implicit are implied or not clear.
Things that are explicit are clear and leave no room for implication.
