Because they have money to spend and finance. A waiter will treat an upper class person better because he or she will probably spend more and leave a bigger tip. A store clerk knows that someone with money will spend more and they in turn will get a larger commission. Politicians know that the wealthy will contribute to their campaigns and have the clout to help them.

You need to realize that upper class controlling the lower class is harder than the upper class. So teacher tend to strict with lower as they are building their character and personality
