Ask youself "Does 4/40 = 8/80 ?"
4/40= 1/10, and
8/80 = 1/10
So the answer is Yes.

First you start by determining how much percent 4 is from 40. The traditional way is: 4/40= 0.1. 0.1x100(to obtain percentage) (this is the long way around but it will always get you the correct answer). So, 4/40=0.1 0.1x100=10. So in the first test, Dave answered 10% correctly.
In the second test, he got 8 questions out of 80. Once again you do the same: 8/80 = 0.1, 0.1x100=10. So in the second test, Dave also answered 10% correctly.
I hope this helps!
For future reference: always divide the amount through the total amount and multiply by 100 to obtain percentages.
