I would invite her to a professional photographers studio and have a family photo taken, put it into a rreally nice frame and give her that for xmas, it would be something that she would treasure for the rest of her life.

I usually go for the practical gifts.
Well my sister is 22 and for christmas I paid her car insurance for the year. It wasn't expensive considering she only had the miniumum.
I would go with what she needs. If she's in school. Put money aside for books for next years classes.
Does she like to get her nails done and feet. You can get a gift certificate at places for that. It usually around $30-$40 dollars depending on where you go or less. Or maybe even a massage at a place for $60.00
I'm not sure what price range your looking at, but that's sort of the normal things 22 years olds do I guess.

Dont need to spend much. Is she a mom? Maybe a coupon book including a free night of babysitting? Or download music onto a CD of her favorite songs. A gift basket from bath n body works. A professional massage(about $30/half hour). A facial? Even cheaper. Maybe a keepsake? Lost a favorite pet? Maybe have that picture put on a short or pillow.

You should spend what you can afford, regardless of how amazing she is. Remember the fact that she is amazing, she will understand that you don't have a lot of money. I'd try to keep it around what you spend on her last year if you can still maintain that budget, that way there are no drastic surprises either way.
It doesn't make sense to go into debt for a holiday that shouldn't be about gifts. Just my opinion :)

A charm bracelet. Start off with the basic bracelet and add some cute Christmas charms on it with her age. They have different charms, and she will love adding more and more to it. And they don't cost a fortune.

Maybe you could name a star after her. There are a couple sites online that have personolized packages and charts that you can get in her name. I don't know if she is into this kind of thing but you could also get her a telescope with it. It's not that much money and she may think its lame but it will be her's forever.
