I was interviewed by a company overseas and the hiring manager gave me his cell phone number at the end of the interview to call him to find out about the status of my candidacy. The position wasn't going to start immediately. Is he going to hire me or did he just give his number as an incentive to get himself out of the situation politely ?

I should think he is seriously considering hiring you if he gave you his cell phone number. Why not call him in a couple of days and ask what the situation is.

If I was interviewing you and DIDN'T want to talk further to you, I wouldn't give you a phone number for me that you didn't already have. On the surface, this appears to be a good sign. But honestly, you don't have any control over this, so while you may very much want this job, don't' unduly spend a lot of time dwelling over it. Continue to look for other opportunities and keep networking and interviewing. If this one comes through, and its the right move for you, you can always say "no" to other things.

its hard to determine but give him a call after a day or two. If he answers, then ask him if you got the job. If it goes to voicemail, leave a polite message.
