In my reading list, next to several books it says (for instance) pp. 178-192. What does it mean? How is it any different to a regular pg?

The abbreviation 'p' refers to 'page' (eg p. 7)
The abbreviation 'pp' refers to 'pages' (eg pp. 7–10)

ie just means more than one page

'pp' is the plural word for Page
'pg' refers to a single page

So your reading list is requesting you to read pages 178 to 192.

PP before a signature is used to denote that you are signing on behalf of someone else.

It's latin, I believe, but I don't know what it stands for.

Stands for - per procurationem
