If it is knit, yes. When a knitting project is done being made there is a process called wet blocking. You simply wash the project by hand, towel dry, then find a flat surface that can have pins stuck in it (an ironing board or a large piece of styrofoam or cardboard will work). Pin it down to the surface and let it dry. This usually takes a day to a few days depending on how large and how thick it is.
The reason sweaters shrink is because when you're knitting you're looping yarn around other loops of yarn and it's very stretchy. It can shrink depending on what type of yarn it is, what knit stitch and how tight or loose it was knit. Next time you wash it do not put it in the dryer. Wash in cold water only.

If you don't feel like doing this then you can just by a sweater rack. It's a square rack with 6 inch legs and it has a mesh top to lay the sweater on. So lay down the sweater and using your hands stretch it back to the shape it was.

You can't un-shrink a sweater! But you shouldn't wash sweaters in the washer you should wash them by hand.. And you should never put a sweater in the dryer.. either lay it flat to dry or hang dry it depending on the material!
Because the dryer will shrink sweaters and the washer could mess them up!

It depends on the fabric. I always wash my sweaters by hand & in cold water. If it's one you can put in the washer, turn it inside out and do not put in dryer for longest use. After washing, either hang it up somewhere or lay it flat on a towel and hand shape it.
You can try to unshrink the sweater. Wet it and squeeze,(NOT WRING), out the excess water. Lay it on towels and gently pull on it. The seams will let you know if it will. Just reshape it to fit with your hands.

If you washed the sweater in the machine, in hot water - and it has any wool content? You're probably out of luck . . .
You might want to try
Rewashing the sweater - in cold water - wringing it out gently - laying it out on a very thick towel - stretching gently to 'shape' - and leaving alone until totally dry . . .

it depends on the material...rewash in cold water...and put wet on hanger..stretch the material out with your hands...I've done this
and succeeded...otherwise I just pitch it.

let 2 of the neighbors dogs play tug of war with it for 15 minutes...then spray paint it to hold its form !
