You have to move the itunes library file to the new computer, either with a USB to USB cable or by burning it piecemeal to cd's. Then you have to import or select the library file when you load itunes on the new computer.

You can do this. It involves unlocking your account, or you can save your music to cd. I'm not entirely sure of the process but you can find out from the itunes store in Support.

Of course you can move it. You just, um, move it (making sure to move iTunes Library.xml with the actual mp3s), then specify the correct directory in Preferences > Advanced on the new machine.
