What type of food are you feeding? They love worms try that to see if he will eat a worm.

I would really need more information about the turtles habitat to accurately answer this question, but usually the problem is that your turtle doesnt have enough water, and the water or air temperature is too low. Cover your turtle tank, this will increase humidity in the air and hold in heat. RES are aquatic turtles, they dont drown unless they cant reach the surface. Most people give them anly a couple inches of water, and that is just cruel. Your turtle needs to be able to swim. Test the temperature of the water with a thermometer. It needs to be at least 72F. The basking area should be 80-90F. Also aquatic turtle need to be in water to eat, make sure you are feeding your turtle in the water. You may also try new foods. My RES liked Reptomin turtle sticks but was not fond of Warley brand. Try real food to get him in the mood to eat like live worms, crickets, or fish. If he can not catch a fish, cut off the fishes tail so it cant get away. Turtles in the wild cant catch most fish, but they help the environment by eating the injured ones.

The turtle is sick. Find a vet or even a pet store that specializes in reptiles or the turtle will die eventually. These turtles need a clean tank, a basking rock to dry their shells and a basking light for heat. The tank needs to be large enough and they need sun every other day for 10 minutes or a UVA light on the top of the tank. A filter in the tank is important, as the turtles drink the water they swim in. The temp of the water needs to be correct. They are much more high maintenance than people seem to think when they purchase these turtles.

I have painted turtles in my aquariums and during the colder months they do not eat nearly as much as they do in the summer. Maybe sliders are like that too. I do not let my painted turtles hibernate though, if they were outside they would.

Most common reasons:
Cold water. Heat the tank to 75-80 with basking sites at 90.
Poor lighting. Turtles love sunlight and need UV-B lighting. Try a bulb specially designed for reptiles that states it offers UV-B.
Poor diet. Try high-quality pellets supplemented with live or frozen/thawed 'fish food' like smaller fish, worms, shrimp, etc.
Hibernation urges. As temps drop and days get shorter, most turtles feel an urge to hibernate. If they cannot really hibernate, they will waste away. To prevent hibernation, we need to trick them into thinking it is still summer with the heating and lighting.

your turtle is going into hibernation. If you don't have a heater get one and warm the water to between 80 and 85 degrees and the turtle will eat.

Turtles hibernate this could be what is going on. you m ight want to change diet they do get board w/ same old things. best thing to do is get a book or lookit up on the inernet. But this time of year hibernation is more that likely the cause.

Maybe he doesn't like the food you feed him. I have three male red ear sliders and they are picky eaters i mean real picky.
The water may be to cold too nothing really wrong with him.
they eat lots of meat chicken,minnows,guppies,grapes,goldfish.
they may like something else maybe tease them with it like put the different food in the net and put it in his face and tease him.
Or he just may not be hungry just keep different food in the tank every day.

I have also had this problem with my turtle, I realalized that he was cold and opened the curtians (I don't have a special lamp). When the tuttles are warm they eat much more
