i accidently deleted this from my computer laptop
mfc424.dll
and now i cant use some of my programs like paint

You have to format your computer to get that back. Its your last resort when it comes to missing windows files. To do a backup you need your backup cd's.

If you deleted it with the delete key, check the recycle bin. Most stuff goes there when it gets deleted. You can restore it from that folder. Otherwise, do you have access to another computer with this file on it? Copy it to a CD, USB drive, or maybe a floppy if it fits on that. Make note of what directory you copy it from, so you can put it where it belongs.

Look online, some websites have dll files you can download. Just type the name in the search bar and see what you get.

Search google for mfc424.dll and something should come up. Make sure its exactly the same as the mfc424.dll and not like mfe424.dll. Hope I helped.
