viewed from inside the car left hand side. there are no regs relating to whether it should be top or bottom

Middle or lower left hand side (passenger side of a normal UK car) of the front windscreen. I dont know if this is a 'rule', but it is where most people will put it, and - hence- where trafic wardens/ police will look for it. If you put it anywhere else, you may find yourself being pulled over at regular intervals by coppers who hadn't noticed it

If you're looking at the car in the bottom right hand corner of the windscreen

it has to be forward of the drivers seat towards the road side. So you could put it on top of the windscreen on the left hand side of the rear view mirror.

Normally it's placed at the bottom on the passenger side.
