You can buy books on the subject or study at college. Free?, fat chance.
But the best Advice I will give you (for free) is to grab a decent camcorder and get out there.
To begin with just practice filming random things and cutting them together (a good digital editing programme is a must)
But the best thing to do once you want to make THAT documentary is to PLAN PLAN PLAN.. know evrey shot and interview. Picture how you want that film to look and sound before you think about heading out to film.. otherwise you will sit in the Edit and think.. I shoulda filmed "this" or "that"

At the end of the day.. film making is an Art and a Trade.. there is no quick fix. You need to spend time learning techniques and tricks that can't be taught in 5 mins or eveb a quick answer.
Best palce to start right now is watch as many documentaries that interest you and take notes.. right down the narrative ( how the doc is structered) what do you see what do you hear and how does this relate to the subject.

You hit the nail on the head by saying 'art' of documentuary film making. Yes, it is an art. An art created by gifted artists. You can learn all the technicalities, but the 'art' of the process is something you either have or don't have. Just start making films. Period. You could make one documentary a week! The more you make, the more you'll learn. The more you'll hone your craft. You'll know before long weither you 'have it' or 'not'. :-) good luck

You will actually have to have a camcorder, or buy one new.. It will have to be a fairly good quality one.
Next you need a script, if you can write the entire story out yourself then do that, otherwise get some VERY nice friends and see if they will write one for you for free, its unlikely it will be very good if you aren't paying though.
You need people to act... So again, ask some friends if they would act in a very small time movie for free. Maybe tell them that if it makes money you will give them something...
Finally you need a set... you can drive out to a place and film it on location, or you can do it in your own home... It depends what kind of movie it is...

Even low budget films still have a budget of say 40-50k... so doing it for this kind of money, it will look very amateur

Take a movie camera (film or video). Start filming. You've just made a documentary. Probably a very bad one. Compare it to other documentaries you've seen and look for where you can improve. Keep shooting.

Your best bet might be to find a documentary filmmaker that you respect and ask them if you can be an unpaid intern. They won't have any expense for you and you can work with them. Don't expect them to pay you.
