Yes, have won. But I don't think there's any particular rule -- it just sounds the right one. If the number of years wasn't mentioned, I think the other would sound OK:

We/ve been winning this for years, but we may not win this year.

i would say 2, have won as it denotes past tense, as in last ten years,
