I'm not sure if this is a serious question.
If it is, call the Fire Deparment immediately to help you get the ferret out. You don't want it to go further into the drainpipe and make it more difficult for it to be rescued.

Depending upon how long ago this was; he might not even be there anymore - you should know how fast & sneaky they are but no a hose will not be good considering the fact that it's too cold outside. Search around your house & inform neighbors of the lose fuzzy & get ahold of animal control.

Unless he's actually stuck in which case the hosepipe won't help, he'll come down on his own when he's good and ready

Difficulty with water (apart from drowning) is getting it cold. It can't move to get warm again. Dismantle your drainpipe.
