Sounds like your computer is set to boot from the hard drive before looking to the CD drive. So it is finding the failed hard drive and stopping at the point. Never sees the CD.

Normally there will be a key you press at the very first screen of your PC that takes you into the computer's BIOS Setup. (On a Dell it is F2, on a Compaq F10). The key or combination is normally displayed somewhere on that first screen. Use the key and under into the copmuter's BIOS setup

Look for a place where you can set the Boot Order. Make sure that it is set to boot from the CD drive first.

Reboot with the XP CD in the drive and you should get the Windows Setup.
