I have a tenant that has told a harassing visitor she is not welcome on the property, and yet she still comes and disturbs many of my tenants. I don't want to evict the tenants that the visitor is there to harass but I do need to resolve this problem

The next time the situation happens, call the police and have them issue a no trespassing warning. If it were me though, I would make sure that your tenant is present, that way it is documented that all parties involved know that this person is not to be there. Plus the statement by your tenant that they did not invite this person to the property will help your case, especially if a trespass summons is issued and you do have to go to court. This also insures that your tenant is truthful that they really don't want this person around, or they can't say that they didn't know that this person is not welcome. Finally, if it comes down to it and this person continues to come around, you would really have no choice but to evict your tenant. Most lease agreements stipulate that residents are responsible for the actions of their guests. Sounds like you have a good tenant so I hope it doesn't come to that. Good luck to you, this is a hard problem to deal with.

Get a no trespass order to ban the "visitor," and make it clear to tenants that if they INVITE this person to the property they will be evicted.

you will be hard press to enforce a rule that the tenant may not have visitors, part of a tenant;s right to quit enjoyment of their place

That said that does not mean the other tenant's have no recourse, it will come down to the level of harassment, if it's just banter hard press if the harassment rise to a criminal level then have the tenant who is the victim report it to police if it's that bad

Until their is police report that outlines the criminal activity hard press to make a case,

If she is barely the valuables supervisor and not the owner, then make a grievance on the owner's. no person could be compelled to submit with that form of a individual. in spite of if she is formally precise, there are respectable consumer-friendly consumer-friendly strategies to make a element. tell the owner of the information (somebody pronounced audio recordings, verify if it extremely is criminal on your state), with a bit of luck there are extra courtroom situations approximately this unsociable individual, and as quickly as issues are legitimate, she would be able to even get kicked out for abuse of a place of authority and heaven is usual with what else is composed of the floor if issues get investigated. yet do no longer %. up and circulate abode only yet.
