after trying to load windows i get a message dnsapi.dll file is missing. i cant boot it up so the only way to reload windows as i cant get into dos to format is there any other way to format my hard-drive as it only loads to the interface page

The file is on the installation cd so I would guess that the disk is scratched or corrupt and your system cant read it. Try cleaning the cd. I have also had some success using another cd rom drive in cases like this.

if it is a Windows XP just put the cd into the cd-rom then you must boot in cd-rom...hope that will help you...
