santro is a good buy.... new 2006 version is supposed to be more efficient... getz & swift are good too... swift if u want to go for a dash of style...although it will be on the upper end of the budget.....closer to 5.
if u want to go for fuel economy, then ideal car in this price range is tata indica diesel variant.

Indian road conditions need your car to be small or have a good suspension or both. If your driving is less than 1000km/month stick to a petrol vehicle. You will get some driving pleasure. If you are in a city with small roads, the WagonR is for you. If you have more space or need more space in the car, pick up the Tata Indica Xeta (there is a 1200cc version just launched which is cheaper), or the Fiat Palio 1.2NV. The Palio is presently running with a huge discount which brings it within your budget. It has the best ride in its class and the most space. It is not the zippiest though. The Santro is the fastest in the city

Considering your inputs, i would like to suggest some cars.
I have an alto lxi and Maruti 800. Both are good cars.
You can go for Alto Lxi. Very reliable, got good looks, good power, gr8 efficiency in its class. Also cheap to maintain and cheap spare parts. Its worth buying.
If you are looking on to diesel car then Tata Indica Turbo DLS is your best buy. Got oodles of power, torquey, good looks.
Has good safety features and is 1 ton car. So you are assured that you are driving a car which has good safety features and be assured that you are driving a car from Tata's.
Also you can look at Indica Xeta with a 1200CC engine. Tata's are offering a cash discount of 25000.
Test drive the cars before deciding.

Go in for Tata Indica for our Indian Road Condition it is the best to drive in City and on High Ways also. i am using it past 3 Years and no troubles to date.

it depends upon your total driving.
If you have to drive a lot ie. about 100 km per day within the city then go for a Santro and get it fitted with CNG.
If you running is less than 100 km per day then use Santro on Petrol.
If you have to drive a lot on highways, go for Tata Indica Diesel with Turbo. This will give you a superb performance on highways with a feeling of security which is not present in Santro or Wagon R.
Or for highway driving you can also opt for a second hand Accent CRDI, if you'd like to have a old one

Maruthi-800 too is a tried & tested vechicle for more than 20 years, suggest go for a test drive and then what suites you best as well as the color variants available go for it.

for fuel effiancy tata Indica best for running cost and best for cost of owning as it has cheapest spare prices. Swift is car of year, has style and also looks as u havr purchased new car, other wise second hand car's of 1-1.5 lac looks same as your 4-5 lac car.
