If somebody can't prove his identity, because he has absolutely nothing (no any records or relatives)? I'm just curious about it.

It really depends on what Country you're living in.
In Canada you have to go to the Province of Birth to obtain your birth certificate. Some samples I've provided for your perusal. I've also included a US site to check out. If your outside North America you'll have to do a search on the internet.

For Los Angeles County, it's $17.

For other places, go to your county registrar, recoder or county clerk. This is the same place where you record marriage or death.

Don't spend more than $20 for your birth certificate. Some places will rib you off.
