Study English in school, read like crazy and seek out magazines that accept freelance articles (writing done by writers not directly employed by the magazines). Get a copy of Writer's Market. If you write fiction, live life well so you'll have stuff to write about.

first you should have an idea of what your book is gonna be about, then talk to a publisher asking for some advise, start writing the book, then find out in different editorials if someone is interested in publishing your book.

you have to "read professionally" first... and by this, i mean reading a lot, and thoroughly..

also you can attend classes or find info via Internet, but reading a lot yourself, will eventually provide more quality and character to your writings, and not just cheap tricks, other methods will provide..
