Can not under stand your question. I think you are saying your fan belt is being cut and you are blowing fuses and overheating?
So here go`s Your fan belt pullys are out of alignment. Or too loose or too tight.
You have a short causing you to blow fuses.That is how the car protects itself from fire or damage.
Look for loose or dirty connection or ground.
Overheating can be from many things. Water pump gone bad. (leaking water out the weep hole on bottom of the pump.) loose belt,No power to your elect fan. (short or bad ground)

if the car is overheating, the best way to get somewhere. turn the heat on all the way, and drive somewhere and have it looked at. as the belts, it could get cut because something with the belts is misaligned. the elec. fans, most of the time it would be a pinched wire or a wire that has hit something hot. melted the outer part. then that hits metal and you blow a fuse

if the fan belt is too tight it cuts the belt. change the tension to specification. there is nothing with fuse check the temperature sensor connected to fan or check for loos connections and fan motor

Check the tightness of the belt. If it's too tight, you stand a chance of cutting it again. Too loose and it'll slip. Check the alignment.Have the fuse replaced. This should solve.
