Because he's a dog, doesn't matter about the breed, sounds like a Llasa Apso. Lock up your garbage, it's the easiest way to go, I've trained dogs to leave stuff alone, but this guy sounds crafty, he knows he isn't supposed to but the second his master is out of the way he's off like a rocket. He can't help himself, probably a victim of a shoddy upbringing. You may not feed him scraps but someone sure did.
If you want to give training him a shot, tie cans with rocks in them, not full, don't want to brain the little guy. The noise is supposed to startle them enough to leave it alone, and bring the lord and master on the run. Once they're caught a few times they generally call it quits. I get the feeling it won't work for your guy.

My dogs do the same thing. I now live in a place where I put the garbage in a closet. At my old house i tried the scolding thing that didn't work. so i tried velcrowing the lid shut. that didn't work I though about duckt taping the damn thing to the wall and shut, but then thought that it would be to much trouble to get the garbage out. So i was just careful, when ever i left i would lock the garbage in the bathroom or I would take it out if it was half full or more. I know it was kind of a waste but I got so sick of cleaning up coffee grinds.
sorry i was no help, but you dog is normal that is what they do. I think it is a game to them.

Maybe this is the reason you have him? If this is the case then you can look at it as a good thing, you may not have gotten him if he did not have this bad habit? :0)
Dogs natural instinct is to survive, the garbage smells so good to them....Notice that some dogs can be free fed while other eat everything in site? Dogs who eat everything in site are afraid of going hungry, or have been in a dog pound place and feel there is not enough food to go around, or were on the streets, or this can be mental (such as he is mad you are leaving him)....so many possibilities!
Just keep your garbage picked up until training can start....
Spanking your pooch is not going to work. You have gotten this dog as a throw away, many dogs are throw away dogs.
Unless you have time to train go seek a professional class, or have them break this habbit.....

My poodle also has the same behavior, so now I have taken all of the small thrash bins in my house except for the one in the kitchen (which is a separated room with a door). Now he can't get into the kitchen...problem solved...
