In other words, is there someone who cps has to answer to? Who can you file a complaint to when you have a complaint against a social worker for cps?

Check out V.O.C.A.L. or Victims of Child Abuse Laws. The first thing you need to do is know your rights. CPS in over half of their cases are not there to protect the child they are there to take healthy well adjusted children from good homes on trumped up abuse or neglect charges & make it practically impossible for the parent or parents to get the children back & then get revenue for the State through adopting out the children.

There are some governmental agencies who are esterblished to protect the interest of children by the various goernments of a state. These organisations are under the authority of the UNESCO. these agencies work directly with the judiciary and the executive arms of the government. For instance, in Nigeria, we have Child protective Agency in Jos, Plateau State, which takes care of case logments against children in the state.
