Truth to tell, no one knows. Psychology, medicine, criminology, none of them have any REAL answers on why people are sexually attracted to children. The most viable theory, and theory is ALL it is, is that these people associate sexuality with the age group that they target. That could come from either having been the recipient of some sexual act at that age OR the people they target remind them of someone they were attracted to when they were that age. Beyond that no one really has any idea.

Usually victims of abuse themselves and just repeating the cycle, adult relationships are of no interest and seem alien to them.
