In order to create a web page, you need to understand the process, characteristic, and language coding first. Be it simple page or ready-made page, you have to know some basic HTML.
Other viewers has suggested good web site to start. Alternatively, if you want to learn a bit faster (with lots of shortcut of course!), you may try NVU, Yahoo! Site builder, CoffeeCup. Once you are a 'lil bit experienced, switch to Dreamweaver or FrontPage.

You actually dont have to know anything.. Technology has advanced so much that you can save your Microsoft word file into an HTML page. So all you need is to create a layout using the Ms word using simple tables and indents.. insert Images and just save it as .HTML. you have your page ready.
The Answer is different if you want to "learn" Web designing. Then its a process as mentioned by our friends here.

The easiest way to create a webpage is by using a WYSIWYG (what u c is what u get) editor. These will allow you to only know what you want the finished version to look like without actually learning the coding first. personally, i use a special kind of software in creating web pages..but actually you can make your own page using the simple notepad.exe ..Ã
if you opt to build a better website, you can use the free CoffeeCup HTML Editor that can be downloaded at download.com or the Namo Web Editor but with a serial number..

Incase you are looking a shotcut, try using softwares like Dreamweaver or Frontpage. You need not necessarily know anything about coding, for creating a webpage in Dreamweaver.
