It might be Senju, Adachi-ward, Tokyo. It was a small village in Edo era and maybe about 45 minute drive from Tokyo station. But it is not a village now and has very much electricity. There is one more Senju place in Japan located in Nakagawa-gun, Hokkaido, more than 45 minute flight from Tokyo.

The name of Sonju is like Korean name and pronunciation.
45 min drive to each direction from Tokyo is not small village.
Maybe you try Korea, Seoul. There is a place Seongju in Korea.
It is in the Gyeongsangbuk-do, less than 2 hours from Seoul.

If it's within 45 minutes of Tokyo, I can assure you they have electricity. Are you sure it's not in Korea? Maybe you do mean Sanjo, Niigata?
