"It is irrelevant" sounds more negative because it is dismissive,
whereas
"It is not relevant" is directly associating the thing that it is not relevant to that particular situation etc.

it is irrelevant.because u actually use the word "irrelevant", while in the other one u use the word "relevant", so it kind a sounds more positive. It is like you are asking whether the glass is half empty or half full.
the pessimist says:half empty,
the optimist says:half full

To be really negative, I prefer; "That's the dumbest damn thing I've ever heard!"
Then when they ask why, I answer with; "Because it's not relevent!"
Sort of a double negative.
