Time does not stop rather it is slowed down This effect known as time dilation is significant only for particles moving close to the velocity of light. The time interval measured in the frame of reference attached to the particle is slower than the interval elapsed in our frame. So, person who set on a voyage in a aircraft moving with velocity near to that of light will be younger than us when they return from the voyage.
For a better understanding you can read any book describing special theory of ralativity.

If a person is in space in a specship, time will not stop for him. The exact case when time becomes slower or even almost stops for someone in space is that the spaceship travels very very fast, close to the speed of light.
In this case people in this fast ship can leave Earth in Y 2006 and return in Y 3006 (travelling for 1000 years) but when they return they may still live, they may even not be looking any older.
The reason for this lies in the relativity theory (or rather the in the laws of nature which are reflefcted in the relativity theory).

Time does not stop for them. It would only stop if they reached the speed of light and thats impossible for anything with a mass more then zero. Currently we cannot even reach speeds anywhere close to where time dilation would be noticable with a naked eye. You could though record the slowing down of time by using quantum clocks, and they have done that.

Ask an astronaut (or cosmonaut) whether time stopped for them in space. The answer is that it didn't and it doesn't. Maybe you mean something else? Try asking your question differently.

Say what?

Time doesn't stop for them.

Time stops for no one, no matter how close to the speed of light one may get.
