Uh in answer to your question, nobody ever really watches the neighborhood it's just this elusive scare tactic to head off would be burgalars. Isnt it???
Except for when I lived in a townhouse community with the HOA from He**, they had people w/ clipboards walking around doing investigations on each other, and writing Nasty Grams.
