he is a lebanese guy and hes really cool do you think i could get him one?

NO, passports are for citizens. He can get a Visa through Lebanon and use his Lebanese passport though. Unless he goes through the Naturalization progress and gets his US citizenship.

No. It's a long & strange path to get a U.S. passport for a non-U.S. citizen.
