Its illegal in Singapore. You are probably safer in Singapore than anywhere else.

I can't help with the legal part but yes there are other options. As a woman I have need for certain things like hairspray. Some brands make aerosol in hand held size. You can carry a small perfume or hairspray with you. Or even a small thing of breath spray in your pocket. If an attacker is close enough breath spray in the eye really hurts. Also if your like me you can carry a lighter smoker or not doesn't matter that way after you blind your attacker you can make a pretty fire with him as a log. Plus sides are fresh breath=) and all of these are leagal.
