Even if i don't go to (because i might not be able to) UCLA for film and instead i go to like UCI or UC Riverside for film, does it make a big difference? will UCLA make you a better director than UCI or other UC films?

Actually, I think all of those schools may be about the same. NYU(my alma mater) is considered to be the best for film, but since you are only interested in California schools, USC is considered to be just as good as NYU . Good luck and go for your dreams!

try San Francisco State University. It has a good film program.

NYU is pretty good. And no school makes you a "better director." It's all about individual talent and ambition.
