I'm sure he knew about them, but I don't think he was directly involved in their execution. That's why he was shipped out to a school so that he didn't mess up any of the plans. And he even blundered there by saying he had seen the first plane hit on the TV when the first hit was not shown until the next day.
So the answer must be no, he didn't carry out the attacks, even though he may have authorised them.

No, but he was totally unprepared for it and did not respond in the most rational manner. Terrorist attacked, his response was to start toppling governments that he did not like. I wonder what a great president like Ronald Regan or Eisenhower would have done.
