fuse is probably fine, otherwise it wouldn't work at all. Follow the arm connected to the brake pedal up toward the dash board where you should locate a plunger switch which activates the brake light. adjusting this swith toward the pedal arm (usually by twisting it like a screw) should help. Then, just make sure the light still comes on when you depress the pedal.

Surely it affects battery , there are two reasons for that fault either the brake switch ( always contact) or the wire got shorted and the first case mostly happends.

you have a broke/stuck brake light switch, get under the dash and follow the brake arm up, you will eventually see a little switch, when the brake is applied it opens the switch which closes the circuit and makes the lights operate....

Contact an auto electrician it's the switch
You did not say the brand of car,could be a hydraulics switch or mechanical.

you may have a bad brake pedal switch if they stay on all the time
easy fix on most cars
