There are many options.

First, learn to defend yourself legally. Cops are "citizens on patrol" and are bound to the same harassment laws as any person. If they are overstepping any boundaries make sure to document it, preferably without them knowing. If you really want to get on their nerves, however, you should probably get their badge numbers and report them. Once they realize you can get them in trouble they will probably leave you alone. But be careful: If you hesitate and dont follow through they might try to intimidate you even more with more crooked practices. Dont let them treat you badly because its against the law, and they should know that. If they forget or deliberately ignore it then you should remind them or tell their boss to.

If the behavior is widespread over a period of weeks or months or years, compile a large body of well organized data with affidavits from witnesses then you and get a lawyer and file a suit against the department for harassment. Start by writing a threatening letter to the chief of police and give him time to investigate the allegations. All police complaints are handled very seriously. If the decision is not in your favor and a lawyer thinks you have a case against the department then you should go for it. Thats what the justice dept is for--to get the dirty cop pigs off the streets.

Cops also know that routine harassment is part of their job, in a sense, so they often exonerate their accused to keep their force populated with fine servicemen. If the cops are excessively malicious yet have good track records, then they could either be transferred to another department or removed from the force altogether. Good luck.

Maybe you are just looking too hard into it, or maybe the cops have reason to.
