Part of the treaties was trade concessions to the crown who dispensed them among the favorites with Parliment's approval.

probably from the queen back in England. did they ask permission of the locals? i kinda doubt it. they might have had agreements with the local rulers, but nothing they couldn't overrule if they felt like it.
