NBA rules state that no player may wear a uniform number that has been retired. Since #23 was retired by the Bulls (the first time MJ quit), he was actually not allowed to wear it, even though it was his own number...
He did choose 45 because it was his number in baseball.
He went back to #23 when he figured out the the NBA would not enforce its own rule. And, of course, they never did.

On March 18, 1995, Jordan introduced his return to the NBA. day after immediately, Jordan donned jersey variety 40 5 (his variety with the Barons), as his accepted 23 were retired in his honor following his first retirement. He took to the courtroom with the Bulls to stand the Indiana Pacers in Indianapolis, scoring 19 factors. He did replaced decrease back to 23 that season.

Upon his return to the Chicago Bulls after his flirtation with baseball in 1995, Jordan decided that since #23 was retired, it should stay that way. Jordan also didn't want to use his old number as that was the last number his father saw him wear prior to his murder in 1994.

Because his brother wore that number and when Michael came into the NBA he wanted to be at least half as good as his brother so he chose 23.

No, he tried to use 23 but the league said that it was retired and he had to wait until they unretired it to wear it. That's why he eventually was able to go back to 23. Although he did choose 45 because of his baseball number,

yep tedi is rite.....
and since he took up 23 initially saying that he was just "half as good as his brother" who used to wear 46, he chose 45, again as a sign of respect to his bro. it was the only 2 numbers that he preferred.....
