As of about 2002, the turtles and crocodilians are considered their own Class, equal to the classes of amphibians and reptiles. Ignoring that most recent classification, they were Reptiles, Class Reptilia. They breathe air, lay eggs on land, and have waterproof scaled skin as well as many other differences. (A simple check with Wikipedia would quickly show that all of the 'amphibian' answers are wrong. DNA studies have shown, however, that turtles and crocs are not closely related to the other reptiles- lizards, snakes, and the tuatara. In fact, they seem to share more DNA with birds than with the reptiles. Even with this new research and new groupings, they will be called 'reptiles' for some time to come.

Tortoises are land turtles (both reptiles). Other reptile groups include, lizards, snakes, crocodilians and the Tuartara. Amphibians have a skin that looses moisture more easily than the keratinized scales of most reptiles which acts as a moisture barrier and enables reptiles to live in more arid climates. Amphibians groups include frogs, salamanders and caecilians (worm like amphibians).

Tortoises are reptiles.
Here's the definition of a reptile:
"Any of various cold-blooded, usually egg-laying vertebrates of the class Reptilia, such as a snake, lizard, crocodile, turtle, or dinosaur, having an external covering of scales or horny plates and breathing by means of lungs."
And the definition of an amphibian is:
"A cold-blooded, smooth-skinned vertebrate of the class Amphibia, such as a frog or salamander, that characteristically hatches as an aquatic larva with gills. The larva then transforms into an adult having air-breathing lungs."
