If she were to go to the Police and filed a complaint she could have him charged since she was a juvenile at the time of the incident. You should leave this up to her and starting out with filing a complaint can be very complicated. Tha actions of the parents, etc. may not be as you would suspect. She will have to decide if this is what she wants.

She needs to go to police and file charges. She doesn't have to be afraid because he will get arrested, sent to jail, and then prison for a long time. She absolutely has to do it because if she won't, there will be more victims. She has to do it not only for herself, but also for others. There will be, and most probably already are, more victims. She has to go to a police station and file charges. You can take this letter to the police station yourself, but they would probably want her to come. This doesn't matter if you are not the US citizen; they will not ask for your papers. There might be the time deadlines on when she can file the charges. You must convince her to go to the police as soon as possible. Tell her that there will be more victims if she will not do it. Maybe you can go to the police with her/

You can produce the letter, BUT you have to understand that if she will not testify against her brother than there is no point.

You could end up creating more mental anguish for her than she is ready to handle. Encourage her to go to counseling for victims first and maybe they can get her to press charges.
