I haven't seen the movie yet but he could have a disease where blood vessels from his eyes can easily burst when his emotions are intense.This creepy shedding of blood could also add up to his character as a bad guy (like monsters dripping with blood).

Apparently it was supposed to be one of those quirks bad guys get to distinguish them.

I haven't seen the movie, but it seems creepy.
