There is a subtle difference between the sentences- "What a mockingbird IS" and "What is MEANS".

It may be meant for use in literature, e.g. for making scant references to people who echo the voice of others in unison, despite what that voice says.(Good or bad) E.g. The book by Harper Lee: to kill a mockingbird- it's about a white lawyer who agrees to defend an African American man wrongly accused of the rape of a white girl. Set in the 1960s, it reeks of racism, and the "mockingbirds" would be referring to the jury. I guess if one applies the techincal context to the literary one, it could mean that it's a story about someone trying to find a way to overcome the prejudice in the minds of the masses; people who echo each other's thoughts.

Besides that, a person can be referred to as a "mockingbird" if he enjoys imitating someone.

A mockingbird is a fairly small bird, about 8-10 inches from tip to tail, basically light grey all over except for a white stripe visible on each wing when it flies. When he chirps, he often gets to a high place and chirps in many different songs, often one after the other. His sound is not just one type of chirp like most birds do. That is why he is called a mockingbird, because he imitates the sound of other birds it is said. When he perches on a wire, his tail is ****** up in the air, for balance I guess.
