if you're talking about the new American cartoons, then I'd say hell yes to looney tunes.
But if you mean anime, then I'd go anime any day. Anime is far superior in depth, quality, and overall look when compared to American cartoons. I agree with you that typical American cartoons these days are pretty messed up (don't offend the Sponge!!! T_T) but anime is what saves us all from that truth. Anime is the key to escape from the American cartoons!! >_<
if you've never seen anime before, ask me about it if you want, or ask "what's your favorite anime" and watch an anime going by what the answers are (though it's been asks a thousand times, so just search it to save 5 points ^_^)

looney tunes and others like tom and jerry had more entertainment value than any cartoons of today...
60 years from now, people will still know bugs bunny... 10 years from now people probably wont remember spongebob (even though i adore him), and everyone will be saying, "what's anime?"

Old time cartoons are clearly better in my opinion. These cartoons nowadays have no depth. They're just Anime plying on emotion. It's awful.
