"A bull market makes every investor seem a genius"

I think it's called a "guru mentality". Yes, when your stocks are doing well, you naturally think you're a genius. During a bull market, 75% of all stocks rise regardless of how good/bad they are, thus you have a 3 in 4 chance of picking a winner and with those kinds of odds, there is a propensity for people to feel like "gurus". But the real test of how good they are comes when the markets turn. During a bear market 75% of all issues will fall regardless of how good/bad the company is. It is during these times that the majority of "gurus" learn the hard lessons.

From what I understand, it is just a false sense of security (false confidence).
