I assume this is an important picture. Ideally, a restorer is the right way to do it but it will cost a few hundred dollars.
To do it yourself, you'll need to do a professional scan of what's left (at least 1200 dpi). Usually, a scan shop that can do that kind of scan will know a good restorer. If you're still determined to try it yourself, buy Adobe Photoshop and go for it. It's the same software that most restorers use.

Are you talking a photograph or a painting?
In either case, I would go to a restorer. There are some things best left to a professional

Take it to photo developing shops. You'll be amazed by the things they can do to restore pictures. Even Walmart has it.
